My guess - Ian has a family resemblance to Haley, and that’s why he seems familiar. In a few strips Tarquin will realise that they are related, at which time things will get very interesting for both of them.

In this case, I think Ian’s paranoia is justified. Tarquin seems like he wouldn’t have any problem publicly pardoning somebody and then having them quietly killed the next day.
Ian needs to expand his paranoia to include Geoff.
The next comic should be a good one – we’ve been waiting for quite a while to learn what Tarquin knows about Girard Draketooth.
Meta-textually speaking, this would be a perfect place for one of Burlew’s extended hiatuses.

From this strip, it looks like a genuinely loving relationship, and Tarquin had nothing to do with her death. [/spoiler]
