He’s actually on the cloud BECAUSE his alignment (and/or actions in life) wouldn’t allow him to climb the mountain. The clouds are more or less a “waiting area” for Mount Celestia. I assume he hasn’t actually gone to his final rest because of his oath.

I’m guessing because he died thinking of himself as Lawful Good. He hasn’t had his interview yet, which may not go the way he expects.
