origin of "giant sucking sound"

I was talking with some friends this weekend, and none of us could pin down the original referent of this phrase. I seem to recall that it was a political remark, and possibly from the Administration of Bush Sr. but I’m iffy on even that.

The only giant sucking sound around here is the air leaking in my ears as senioritis shrinks my brain.

H. Ross Perot publicly debated Vice-President Al Gore in 1993 regarding the North American Free Trade Agreement (NAFTA). Perot maintained that if NAFTA were passed, there would be a “giant sucking sound” as American jobs vanished into Mexico.

If I recall correctly, the originator of the phrase was Perot, but it first appeared in the 1992 Presidential debate among Perot, Bush, and Clinton:

PEROT: Well, everybody’s nibbling around the edges. Let’s go to the center of the bull’s-eye, the core problem. And believe me, everybody on the factory floor all over this country knows it. You implement that NAFTA, the Mexican trade agreement, where they pay people a dollar an hour, have no health care, no retirement, no pollution controls, et cetera, et cetera, et cetera, and you’re going to hear a giant sucking sound of jobs being pulled out of this country right at a time when we need the tax base to pay the debt and pay down the interest on the debt and get our house back in order.
