origin of "giant sucking sound"

I was talking with some friends this weekend, and none of us could pin down the original referent of this phrase. I seem to recall that it was a political remark, and possibly from the Administration of Bush Sr. but I’m iffy on even that.

The only giant sucking sound around here is the air leaking in my ears as senioritis shrinks my brain.

Would it have something to do with wellies and mud?

H. Ross Perot publicly debated Vice-President Al Gore in 1993 regarding the North American Free Trade Agreement (NAFTA). Perot maintained that if NAFTA were passed, there would be a “giant sucking sound” as American jobs vanished into Mexico.
