Paypal Transfer Question

Im looking to paypal someone money and have their email address. However, i dont have the full amount i want to send them so my bank to paypal usually takes 3 business days.
Is there a way to get my funds from bank of america to paypal quicker where i could send the amount to the paypal account?
Also i read that you could send it as a gift and it would be free so if i send $500, it wouldn’t cost anything but if i just regularly send it, theres a 2.9 percent fee? Im bit confused at this b/c if this is the case, why doesn’t anyone that send to another paypal user always send as a gift then?

There is a wide gulf of difference between the services provided by Canadian and American banks to their clients. American banks consider their clients to be commodities that can be bought and sold in bank mergers. In fact, I have just been notified that I’ve been sold to to a bigger bank.
