Try oxi-clean or believe it or not WD40. It’s going to take some elbow grease too. Because you can get your basic hoodie for like 15$ at Walmart, I assume this one is sentimental. If you are planning on wearing for a million hoodie march, don’t plan on coming down to Florida to wear it. It is WAY too hot and humid. I am afraid somebody is going to dye in this heat and humidity. If that happens the media should be brought up on manslaughter for these marchers were told bogus info. and mislead into thinking this small child was singled out and gunned down by a white racist due to being “too black in a hoodie.” Which if that were trully the case, I would be out there marching, minus the hoodie.
Try some cheap hairspray - really, the super-cheap stuff - or if you don’t have that, isopropyl alcohol. That’s the ingredient that matters in removing the stain. Let it sit a while, then wash but do not put in dryer until you’ve determined whether this worked. If it helped but not completely, repeat the treatment and wash again.

I would try a solvent like acetone. Automotive brake parts cleaner or carburetor cleaner are other options.
I got permanent marker off of a baseball cap with acetone. It took some time and care. If you use too much acetone at once it will cause the ink to spread. Use a cloth on the opposite side you are treating to absorb excess. But be careful because it could affect the dye in the shirt. Try on an inconspicuous spot first.
