That looks like the remains of some kind of mining operation, to me.
And for the record, they are creepy. You should put a warning on the picture for people who suffer from that fear of clustered holes.

99% sure that they are gravediggers’ probing holes. Very common on the Peruvian coast because of the softness of the material and the potential for gold.
Take for example this place.

Two parts of that link puzzle me:
