That looks like the remains of some kind of mining operation, to me.
And for the record, they are creepy. You should put a warning on the picture for people who suffer from that fear of clustered holes. 
My first thought was a beehive, big bees

99% sure that they are gravediggers’ probing holes. Very common on the Peruvian coast because of the softness of the material and the potential for gold.
Take for example this place.
Look like graverobber holes to me too. Or, maybe this is your hole, it was made for you.
Heh, first thing that came to mind when I saw the pic. So, heap of expletives at the OP foe reminding me of that absurdly creepy story.
Two parts of that link puzzle me:
