I was wondering if software exists to create one’s own petition on one’s own website instead of having to link to the already established popular ones. Yes? No? maybe?

Well, the GitHub username “WhiteHouse” is a good clue. 
If you know how to set up Drupal and MySQL, then adapting that code for your purposes should be pretty straightforward. If you don’t know how to do that, then you’re probably better off using something like change.org.
I actually thought it was just a random user too. Had to check the real website to see if they used the same platform.
