This is a step in the right direction by the local government to get to the bottom of this. You seem to be blaming the entire island for the incident when it was due to a handful of assholes.

I can remember Sapo saying roaming dogs were a big problem in his neck of the woods. I guess this was the governments answer to the problem.

Nope, I blame who ever is at fault, but generally, animal welfare in PR is poor at best, but the reason I’m scratching San Juan off of my list is explained later in the linked article…

I travel the Caribbean extensively, and spend my money where I choose. I don’t choose to go on vacation to a place where I might see a) A beach strewn with dead dogs and/or b) The type of violence against animals that would cause me to intervene on behalf of the animals, and would end up with me in a puerto rican jail.

If you choose, sure, it’s your money, but the circumstances are VERY different, and you know that.

btw, in the time I plowed my way through the swamp of incompetent agencies, the local dogs disappeared all by themselves (most of them, at any rate. The one I really hate is still around, just quieter and officially adopted by a local family).

About half the dogs from the beach disappeared with the last hurricane and I haven’t been to that beach ever since (Once really, and I got stuck in the new sand banks and gave up on it).

The cited Yabucoa beach is also the scene of many of the “dog guardian angel” morons who feed strays but don’t care for them (one of them heals them, though). That beach is hell on four legs.

Well, technically, PR IS the US, but aside from that, let’s run down what separates Vick from the contractor.

  1. Vick didn’t take family pets from homes while children watched, kill them and toss them off a bridge.

  2. Vick played for a football team, this douchebag is a government contractor.

  3. The government didn’t order Vick to do what HE did. (granted, not did the gov’t order the ‘execution’ of pets, but when left open to interpretation…

  4. Atlanta (where Vick played football) has a humane society branch, and no “dead dog beach” or park, as Atlanta isn’t a coastal city.

IN fact, the only thing that marries these two events is the fact that there WAS animal cruelty.

So WHY would they toss the animals off a bridge? They are apparently worth money even if you have no love for animals. Makes no sense.

And a lawsuit? Screw that. Where are the criminal charges? Surely that is illegal there (I’d hope).

Yeah, that part is tripping me up. From Barceloneta to San Juan, it is less than half an hour. Why would you not want to take them there and make an additional $100 per dog?

ok. After scouring the local newspapers for info on this, here are some factoids on this story:

The buildings from where the animals were retrieved are government housing. Hence the supposed authority to retrieve them on command from the administrator.

There is a no-pet policy that is seldom enforced. There have been cases were troublesome animals have been removed, but they have been isolated cases. One article says that there is no such policy at all.

The raid was performen by the contractor, the local Emergency office, and the police. The contractor insists they didn’t enter any homes. That it was local emergency workers who entered the homes.

There were actually two raids. One on monday, one on wednesday. (Why didn’t they make some noise after the first one to prevent the second one?)

The animals were thrown down from a 50-foot tall bridge. Many were already dead before they were thrown (they don’t say how they know this). Many others survived the fall and are still around with broken parts (why aren’t their owners picking them up?). In total, there are around 50 dead animals from around 80 pets retrieved.

The dead animals are still there. They won’t be picked up. They just spread some lime over them to control the smell. (!)

The contractor claims to have euthanized the animals and have them in their freezers. None of the local stories mention anything about taking them to a shelter. Much less about additional payment for it. The contract was for a lump sum of $5000. They don’t know where these other animals came from.

The government is dissociating themselves from all this, they say they will press criminal charges and civil lawsuits. The contractors say they are ruining their reputations, that they will fight the charges. They currently have ongoing contracts with other four townships. The housing administration is hiring psychologists to help the affected families.
