Picasa. You can also download the Picasa photo editor for free - it ain’t Photoshop, but for touch-ups it’s very good.
99% of my editing I do with Irfanview.
Got a metric butt load of pictures on Picasa. I do not use their software on my computer, made that mistake only once.

For the average web site, Picasa works fast and well. Can’t go over 800 pixels on the long side for display though.
I still know a lot of folks on dial-up and on satellite with a FAP so Big pictures are a mean and wasteful thing to do to them. Get just fine pictures at 800 X 600 pixels and 60 to 160 KB.
No, I do not print anything, costs money and no one looks at that either. [/rant]
Just like browsers, I use them all, for different things, as each has it’s strong points and weak points.
I keep good record so I can go get most any of them with little trouble.
I only deal with those that let me ‘hot link.’
Free is good
Ran my own picture server for a while, while nice, that also has some drawbacks. Also that needs a decent pipe in & out which is pricy also.
