What the hell are you going to do with 17 spiny lobsters all under 3.25 inches, anyway? That’s very little lobster meat.
Thems more like crawdads, which are free and have no limit (in my local creek).
Actually under 3.25 inches is pretty puny for even a crawdad. I usually threw back the mudbugs that small.
The article didn’t explain it well - 3.25 inches is the minimum length of the carapace, not the whole lobster. There’s a picture of a guy using a gauge here. So a just-legal lobster would probably be around a foot long total.
