I’m interested in improving my math skills, so I think the first thing to do is assess what my current skills are. Can some of you more mathematically proficient folks recommend a good and free online site for me to discover what my skill level is?

I don’t know exactly what you are after, and if that exists, or what level you are aiming at, but Khan academy has math education resources all the way to early college, and the college topics at least usually have a skill assessment quiz at the start to determine your strengths and weaknesses in sub-topics.
