Is this Onion article a satire of a particular politician/candidate or a general spoof on crossover buisiness/politicians?

I vote for general spoof with perhaps a pointed barb at Perot who talked so much about running government like a corporation in his campaigns.

It seems to me to be a general parody of businessmen (most of them Republicans, but many Democrats as well) who make this kind of claim, that their success in running a business qualifies them for political office. In fact, it’s so common that had I not known that this was an Onion article, I might not have suspected that it was a parody. This is exactly the kind of things these guys say.
