I like “OI OI OI!”. Reminds me of the Cockney Rejects.
I always thought they were cheering Black Sabbath’s lead singer.
I think that ‘USA! USA! USA!’ is more offensive. But then, I’m an American. My impression of Australians is that they’re like Americans who don’t take themselves too seriously. I think we do take ourselves too seriously and when I hear the ‘USA!’ chant it sounds more sinister to me.

Australian Joseph Hachem won the World Series of Poker main event this year. Every time he won a big pot (and sometimes when he just forced everyone else to fold with a bet) about two dozen of his countrymen would start in with the Aussie Aussie Aussie business. Which is where I first heard and was irritated by the chant.
Just be thankful you didn’t live through the 2000 Olympics in Sydney. That’s where this thing first took off (it’s stolen from a British football club originally, I believe). It is mightily irritating, I agree. Only ever heard the “USA! USA!” one on The Simpsons, so it doesn’t bother me that much, but might were I subjected to it all the time.
I’m going with “USA! USA!” I like the word “oi” too much to be bothered by the Australians.
It sounds like you’re thinking of it in the terms of Conan the Barbarian saying “Og Smash!” and Mr Magoo saying “Og Smash!”. Depending on perspective, one sounds more frightening than the other. Even if the message is the same.
*Note to our Aussie friends, that was an extreme reach. Don’t take it too seriously. 
And allow me to say an Aussie can be every bit as formidable in a brawl inspired by pride in their nation. Many times even more so since nationalized health care means fewer of their nuts are medicated.
Now can we focus on the real scourge of chants? “Ooo-le! Ole! Ole! Ole!” That’s just wrong.
Both, but if I had to choose, I’d go with the Aussie one. Sheesh.
Both make sense as chants off support for your country. So I’m nominating and voting for “IN THE HOLE!” bellowed by 20 morons when Tiger’s just hit one off the toe end of the club and the ball is heading wide of the bunkers that surround the green.

Or at least it is when the Welsh use it.
The Aussie one isn’t even original - I heard it in Wales (as oggie) in the 70s.
“In the hole” is pretty bad - just slightly better than whistling with Cyclops or yelling “'Ball” when Murali bowls.
I never get sick of “You’re going home in the back of a divvy van”, though.

“oi oi” is cringe worthy in it’s overuse. “usa” is on my last nerve because it makes me feel under attack.
what do the residents of switzerland chant? “swiss swiss” sounds lispy and gay.
