You work in HR and you’re hiring for a skilled tech position. The job description you’ve been given “requires” a college degree. You’ve narrowed it down to two applicants: one just graduated college with a Bachelor’s, the other has no college at all, but four years working in the industry doing exactly what you need them to do. They are otherwise basically identical. Same age, good references, etc.
Which one do you hire?
The kid right out of college. Experienced guys can be resistant to change. We want to train them up our way!

I’ve never lived in a state where cars are taxed yearly. I don’t mean sales tax when you buy one—it’s more like you paying property tax on real estate, but on personal property (cars, motorcycles, RVs, boats). Apparently once a year they calculate what your vehicle(s) are worth and tax you. Pick as many as apply.

No, I took “inspection” to mean the safety inspection some states require, not merely an emissions test.
Yes, I counted the emissions test, or “smog check” as Californians call it, as an inspection. Or I would have if I lived some place where it was required.
