I think the artist you’re referring to is an Italian named Arcimboldo.There may have been others who worked in the fruit/vegetable people genre, but he’s the only one I know of:

Yep, Giuseppe Arcimboldo, 1527-1593, probably born in or near Milan. While he often used fruit, veg and farming produce as the elements of his amazing pictures, he sometimes used things like books or tools and implements instead.
