I’m sad to report that I remember this episode. It made me laugh when he said Frog (I remembered it as horse) but I nearly died when the other guy said Alligator. (I remembered that one correctly.)

The film is a genuine broadcast. They did try to get rid of the carcass by using dynamite. It’s been around since the small little 2 inch videos became available on the internet, and you had to download it 60 minutes to watch.
Another one has been around for a couple years. A dead whale was being hauled by flatbed through a town in I believe Japan. The gases made it blow apart. There’s a motorcyclist in the foreground. I don’t have the link for that.
