I can’t make any sense of that sentence. People who didn’t vote are disproportionately Trump’s “targets,” but targets for what, and why? And if one group is disproportionately his targets, why would you then say “most people” are?

Targets for persecution, oppression and exploitation. Anyone who isn’t a rich white American Christian male. Which means most of the population of the US, and the entire population of the rest of the world.
