To be fair, samclem The first two, and the third, responses to this thread were hijacks; or at least ‘joke replies’ which are generally frowned upon as the first replies to a GQ. And while Argent Towers’s post does not strictly answer the OP, it is germane to it and aside from the final sentence is not unlike any number of related responses to any number of GQs; and the response to that post is more of a hijack.
I don’t think this merits its own thread in ATMB. Just sayin’.
I won’t say any more on the topic. However, the OP’s question is utterly unanswerable. Unless someone here is Jimmy Carter, there’s no way in hell that anyone will be able to tell whether that article was written by him or if it was ghostwritten. (If it was the latter, do you really think that information would be publicly available?) There’s no way to answer this question.
You’re absolutely correct, but I just got home from work after 6pm tonight(EDT). If I had been able to read the board this afternoon, I might have stepped in to admonish those posters.
To actually bring some information to the table a great many of these ‘opinion pieces’ by the Washington glitterati (in which Carter still belongs) are written by PR firms or other such professionals. I’m fairly good friends with a guy who does that for a living. A-Lister X calls and says ‘I’ve been invited to write a column for DailyPaper on Topic X. My positions are Y. Give me 1000 words with research to back it up.’ He then writes it up, turns it over to A-Lister who (hopefully) reviews it, makes some changes, then sends it off.
As to whether Carter originated the piece I couldn’t say. He’s certainly a gifted and experienced writer, God knows. But this does seem a little clunky for him.
As one of those posters, I’ll point out in my defense that the OP did not contain enough information within itself or provide any links for other posters to know what its topic was. So we were unable to make meaningful responses.

Yes, it was challenged as outside federal power and as a violation of the Second Amendment. The Fourth Circuit Court of Appeals rejected both challenges and the Supreme Court declined to hear the case (but obviously this was pre-Heller).
