I need to hire someone and have absolutely no idea how to go about doing so.
The end product I need is a sticker with my name and the name of my business on it in a reasonbly slick format.
What kind of person would I hire? Where would I find them?

I have no idea how to find people other than through am ad agency- but I could do it for you. I freelance as a grapfic artist.

Not so much a person, but a place. You’re looking for any one of: a general-purpose printing shop, a dedicated label shop, or an advertising specialties vendor. Most will have an in-house graphic artist who can help you with design and set-up. Any that don’t have a graphics person will contract out for the service on a per-job basis.
