I’m currently working on two projects and I need artists.
Pencil and ink or computer types. I’m working on comic books and webcomics and am looking for art-for-hire or partners, depending on which project I’m looking for.
Can anyone point me to art hangouts and such where I can find freelance artists?

Storn Cook does illos for hire, although you’d have to negotiate terms with him if you’re looking to use them for anything other than personal use.
I believe that deviantART is set up for that sort of thing, too.

Your google-fu may help you if you use the right term - ‘Illustrator’, rather than ‘artist’. Designers, such as myself, when looking for illustrators to produce work for a variety of styles and media would approach an illustrator’s agent, but I have no idea what your budget it.
http://www.illustrationweb.com/ is one such agency in the US. There are many many others.
