It’s Undernet, and if you happen to be on a different group of servers than the chat is (when Undernet is crowded), you’ll think you’re in the channel, but you won’t be linked with the others. If you get an empty chat when you think there should be people there, try connecting through a server in a different region.

If you’re using the applet on Opal’s site, you need to do the following:
(A) Log into it as usual. Then type /server us.undernet.org
(B) Once you’re on an Undernet server, type /join #StraightDope
