I need a clarification on something…

According to this article:

It says that “(Gervase) Peterson also said that after each survivor was kicked off, they stayed at a resort and partied with one another each evening.”

Is he referring to ALL of the Survivors went and partied or those who had been KICKED OFF went and partied?

The survivors who weren’t voted off were never allowed to leave the island unless the won a reward challenge. I think it’s safe to say that Gervase was talking about the Survivor’s who had been kicked off the show.
