Why would France, Russia and China, who have been opposing the resolution, object to this clause? Wouldn’t they want to accompany inspectors, to make sure they’re behaving themselves?
I don’t get it.
Perhaps they are worried that allowing politicians to be involved would politicize the inspections.
If you do a search you’ll find lots of sites that mention this as an issue in 1998 (for example), but they don’t explain exactly why.
