According to the booklet issued to registered voters in California, Proposition 24 was removed from the ballot “by order of the State Supreme Court.”
Why? I never even found out what the subject matter of Prop. 24 was, nor does the voters’ booklet or the sample ballot give me a clue.
The booklet says nothing about ## 30 and 31, either.
Prop 24 supposedly dealt with reapportionment. The idea was that reapportionment of the CA legislature and congressional delegation would be turned over to the courts (or a special panel.)
However, the drafters also included a section about pay raises for legislators.
The Democrats objected to the proposition being on the ballot and asked the Supreme Court to remove it.
The reason given was not that reapportionment power would be taken away from them (which they don’t want to happen obviously), but because the proposition had two unrelated matters included in it (reapportionment and salaries).
The CA Supreme Court said that the way the measure was drawn, it violated the rule of “one proposition, one subject.”
