Lore is in storage in a Federation warehouse, and has been ever since “Descent, Part II”. Any means of taking him out would have been rather contrived, unlike his absence, which you seem to find odd.
Right next to the Ark of the Covenant.
Figuring out a way to reintroduce Lore would have been a lot more respectful of the continuity than having them just run across a third android on planet Random Scrub and then decide, “Hmm, the last time we found one of these things he allied with the Borg and tried to destroy the Federation. Well, what are the odds of that happening again? Let’s switch this one on and give him the run of the ship.”
Okay, I hated Voyager, so I never bothered to watch more than, say, five episodes. Of course, three of them dealt with the Borg, and their inability to assimilate one measly ship when whey could destroy the entire Federation was one of these factors. But this information is really bothersome. Were the Borg really taken out in Voyager, or is this over-embelishment?

This all makes more sense when you realize the Borg power source is millions of assimilated Energizer Bunnies, thus allowing them to keep going, and going…
