Yah, they seemed to give little care to continuity, which was annoying.

As for the OP, Data can turn the chip off whenever he wants (cf. First Contact) but what I think is more likely is that now he can control his emotions. He’s had a few years since Generations to get ahold of himself, so just because he’s not over the top doesn’t mean he’s not experiencing emotions. He looked downright skeptical to me when they were analyzing the B4, and disappointed with it in certain ways.
Captains of the fleet’s flagship get to have fun, make first contact with alien species and override their XO’s objections and break out the dune buggies on pre-warp worlds.
Admirals shuffle paper and go to conferences. Which do you think Jean-Luc would rather do?
I was surprised to see Worf there, but I was more surprised that everyone at the wedding was so nonchalant about Wesley’s being there. "Hey everybody! I’ve been hanging out with the Traveler for the last ten years! I’ve got great stories…“Shut up, Wesley, and fetch me a gin and tonic!”
I’m sure there was a cut out scene:

back in the 23rd century, the Prime Directive was to nail every green chick you could get your paws on!
One possible explanation is this: Riker and Troi were going to have another wedding ceremony on her home planet and it was clearly stated that Picard, Data, Warf, et al would be in attendance at that ceremony (in the buff, no less!). That is where they were headed when they got sidetracked by the positron signals. So that could explain why Warf was with them on the Enterprise.

She’d make a better ambassador and/or diplomat. They’re bigger pains in the ass than any Admiral ever thought of being.
To be a little serious though, she did manage to bring home a ship from completely uncharted space. That has to be worth something.

I was also going to point out that Worf resigned completely from Starfleet during the Klingon Civil War only to be fully reinstated afterwards. Obviously, Starfleet commisions are for life or somethin’.
What the hell happened to Lore? Did that character just conveniently get written into limbo to make room for this positronic Forrest Gump?
