Within the black community, the answer to your question is generally yes, although there are many (usually older) blacks who don’t tolerate either.

Yes, many young black people would say that “nigga” is like gay people or university academics saying “queer”, while “nigger” is like my dad calling our cashier at Target “as queer as a football bat”. Others would disagree.
It is meant to be offensive; it is Flavor Flav doing what he was always meant to be doing- parodying. Parodying the use of the word in rap, the hype men of rap, the ridiculous materialism in rap.
He has since become a parody of himself obviously, but at one time he was on the good side of that ironic fence.
