What I think of them is irrelevant. Counter-insurgency campaigns are fought with the carrot and the stick. The ‘carrot’ is the reconstruction and aid money that we are passing around. The ‘stick’, when not up some road-side bombers ass, is the threat of overwhelming force, liberally applied when and where needed.

I also don’t understand Brutus’s argument about WWII at all. So in WWII we (at times) bombed population centers of a nation at war, knowing that civilian casualties would result. So did the other side. We felt this was necessary to winning the war. History tends to agree.
At no point in WWII did we, AFAIK, torture and sexually humiliate German or Japanese prisoners.
For that matter, My Lai didn’t in any way help us win the Vietnam War, did it?

At the risk of redundancy, I posted something much like this elsewhere. Persons abnormally sensitive to tedium are excused.
In the Japanese-Russian War, the Japanese astonished the world with thier treatment of wounded prisoners. It was common practice for a Japanese soldier to “adopt” a wounded Russian to nurse back to health. When letters from the Russian soldiers reached the press, the world gaped in awe at the strict civility of Japanese troops. And the Japanese kicked Russia’s butt briskly.
It is, of course, impossible to quantify such results as international prestige and respect. It is also impossible not to regret that Japan’s civility was so short lived.
But you asked only for a war successfully fought by civilized means.

And I have yet to see evidence of proper ‘torture’ of Iraqi prisoners. But in the sort of counter-insurgency that we are fighting, some humiliation+word of mouth can go a long way, especially with people who are so hopped up on their own little brand of ‘honor’.
That is sort of my point, but I say the threshold should be much lower. If the troops who are actually fighting this war think that doing this or that will help them, then so be it. It is silly for people back in America to expect the troops to not only win the war, but to fight it as those sitting around in comfortable environs want it to be fought. Let the military decide.
