Relationship between Clark Kent and Jorel

I must admit I am strictly approaching this from a Smallville (TV series) point of view. I am just now catching up with the end of the fifth season. Is Jorel a good guy or a bad guy? He seems to have no respect for human life and yet wants to save the world at the same time. Is this how Jorel normally relates to Superman in other series?

Jor-el is Superman’s father in the comic books.

Smallville Krypton is very much like John Byrne’s post-Crisis reboot of Krypton in the comics. Byrne’s Kryptonians are arrogant, unpleasant, and xenophobic. They would have been expansionist, if they’d not been stuck on Krypton. Jor-El was something of an exception to this, being more attatched to Lara and Kal-El than was entirely seemly on Byrne-Krypton. Clark never had any interactions with Jor-El until they started changing his history to reintroduce more pre-Crisis elements. In current continuity, Zor-El (Supergirl’s father, Jor-El’s brother) is acting a lot like Smallville Jor-El in Supergirl’s flashbacks. I don’t know if that’s a deliberate similarity or not.
