California’s encouraging it - “snitches” get “rewards”. Since money isn’t involved presumably the “reward” is a sense of well-being and… citizenship?
That’s not how I’d frame it, but then again I haven’t and can’t imagine a situation where I would.

Someone got on the VHF radio a few days ago when I was recreationally boating, to report to the Coast Guard that two boaters were on the water (presumably in violation of the stay at home order). The Coast Guard thought he said “in the water,” and were appropriately concerned. When they clarified it, the Coast Guard simply said “Thank you for your report.”
