God of War, an M rated game, has two topless women followed by a mini-game where the main character screw 'em both. Granted the screwing part is off screen but you still see boobs.

I don’t get this. GTA: SA was rated “M”. For comparison, Playboy: The Mansion, which apparently also has boobs was ALSO rated an “M”. So why should Rockstar be in any hot water? How can you say that GTA: SA had to have an “AO” rating when another game with a similar nudity element gets an “M”?

It sounds like the major issue is that Rock Star didn’t tell the ESRB that there was nudity.

As for this little mini-game, you aren’t just watching sex; you’re in control of it. Some of the screen shots I’ve seen look like you control the pumping and ass-slapping action.
