Russian "Whites" propaganda poster imagery question

While going to moving sales and antique stores looking for a small library card catalog for my lab I ended up buying an original ~1920 Russian Whites propaganda poster which is called Vozmezdie (Retribution).

While I understand most of the imagery I am confused by one portion.

The poster depicts the Russian nationalists driving numerous Bolshevik leaders to hell. Here is a link to an image from the British Library.

The portion of the poster that confuses me is the man sitting on the knee of the devil with a white sack labeled “30”.

What is in the sack, whom is this person and what is the intended meaning of him sitting on he devils knee?

Shot in the dark: Judas?
