I didn’t think that was fan service so much. Surely fan service would be something cheekier, the scene in Akira was there to show the brutality of the biker gangs.

I see your point. Given that the one thing you know about hentai is that there’s gonna be an explicit nude sex scene or twelve in it, calling a sexy image of the female lead “fan service” is kinda pointless, since the whole thing is in essence "fan service from that POV.
But there are strong story elements and some nice characterization in several of the Cool Devices – I’d hardly characterize that series as “nothing but porn.”
Key has lots of fan service. Sakura fully naked taking a shower, porn pics posted around a guys office, etc. etc.
Five episodes into Witch Hunter Robin, it seems fanservice-free to me. The attractive women aren’t getting naked, even by implication, and when Robin uses her powers the reactions of the other characters aren’t “OMG awesome!” so much as “dammit Robin, quit setting stuff on fire!”.
I honestly don’t think there is a single OVA or TV series in anime that completely lacks fan-service in the classic sense of the word (any kind of shot thrown in to appease fans; if you get a long, lingering shot of something or someone without a good reason you’re in fan service territory). I think that for just about every single show mentioned in this thread I could point out something that was clearly tossed in as fan service. I mean, Card Captor Sakura? They recap the new costume she wears at the end of every episode; you can’t get more fan service than that. Kiddie shows in particular are packed solid with fan service since they’re trying to sell the toys to children (“Look at how cool this pokemon is! And check out this huge monster that Yugi is summonning!”). Just because a series lacks a hot spring episode (which would be a fairly short list for anime television shows) doesn’t mean it lacks this type of fanservice.
Of course, if we go for the more narrowly defined version (pretty girls in suggestive poses and/or nude) then its easier to point out series that don’t have those things.
The majority of anime that lacks fan service is going to be movies. They’re typically not trying to sell characters or mecha toys or anything along those lines so there won’t be a lot of fan service things.
The episode did air here eventually, but it was edited. James didn’t enter the contest in that version.
Ranchoth, Winry works in a metal shop. I assume it gets pretty hot in there, hence the outfit. Yeah, that’s the ticket. Besides, there aren’t any gratitious shots of her. Well, there’s one where she wiggles her butt with joy while looking at Ed’s watch (it makes sense in context). Besides, if this series has eye candy its’ Hawkeye.
