Umm, I would consider Saddam to be many things, but reckless isn’t one of them. If he was reckless he would haver been killed at least 10 years ago.

That someone would actually think that is really scary, and then to come out with it as a policy statement is fucking insane.

I guess they decided lowering of the bar from “WMD programs” to “plans for WMD programs” was pushing their luck. It seems people bought the “WMDs” to “WMD program” lowering, but to go further was just too pathetic.
