Biden’s delegates are released.

What is required to have your name up for consideration at the convention be it in person or virtual (and I suspect it will be virtual on a hurry up time line)?

Per the DNC rules, to be placed into nomination a candidate must submit a petition signed by at least 300 delegates, no more than 50 of whom may come from one state. A delegate many not sign more than one nominating petition. That’s going to rule out any two-bit Congressmen and definitely Republicans.
