That is Phantom Lady, in her later costume! She wore the blue with red cape early on, and then the yellow with green cape and goggles when published by Quality Comics, and later by DC. The current DCU Phantom Lady, Dee Tyler, wears the yellow and green as well as her more infamous predecessor, Sandra Knight.
