Jose Maria Aznar is the Prime Minister of Spain, and became very unpopular for his support for the United States leading up to the war with Iraq. Hence the depiction of Aznar as Uncle Sam, and the whole point of the game.
Ah, this is about last summer´s hassle with Morocco about Perejil, a tiny rock in the Mediterranian off the Moroccan coast, inhabited by a couple of goats. There´s a story here, search for “Perejil” “Morocco” “Aznar” for more stories. Stirred quite some “patriotism”. Morocco sent a few soldiers there for surveillance, as they said, and Aznar promptly reacted by sending four warships, “reoccupying” the islet and hissing the Spanish flag. Ugly stuff.
Only makes sense in the context of the disputes between Morocco and Spain about fishing zones and illegal immigration.
The poster says “Aznar wants YOU to save Perejil”, the text above says “Perejil for the goats and Arguiñano” - a pun on the name of the islet, which means “parsley”; Arguiñano is a famous Basque cook who always praises parsley as a wonderful ingredient for his recipes.
So basically, this is a protest site from last summer against Aznar´s course of action.
