Cities are usually in counties, not “surrounded by” them. I’ve never seen or lived in a city in the U.S. the residents of which did not get to vote in the county elections for the county they also lived in. I would be interested to see an example of such. Can you provide one?
My examples are: Portland, Multnomah County, Oregon; Chicago, Cook County, Illinois; Dallas, Dallas County, Texas; San Francisco, San Francisco County, California, and all the cities and towns in Los Angeles County, California.

It’s common in states in the East, especially Virginia. Virginia has many cities that are not part of any county. Another that I know is that the city of Baltimore is not part of Baltimore County, Maryland.
Virginia is the only state where it’s common. There are 41 “independent cities” in the United States and 38 of them are there.
Sure, there’s lots in VA (35+ including the state capitol (Richmond, VA)). I’ve lived in a couple (Norfolk, Virginia Beach and Richmond), and city residents don’t vote in county elections (and vice versa).

Oh, I knew you were talking about the Senate midterms, I’m just curious about Arpaio – on what cycle and for what term is his office? I could Wiki it, but I figured you as a fan would know off the top of your head.
What do you mean, “while you can”? How are you envisioning that the upcoming midterm elections could possibly change Judge Snow’s ruling on disciplinary action for the 81-year-old Sheriff Arpaio?
AFAICT, this ruling (and whatever “glee” may be experienced on account of it) will stand no matter what happens at the polls Tuesday. Arpaio is appealing the ruling, of course, but he doesn’t seem to have a very good track record in persuading the courts to endorse his racist policies.
His term runs concurrent to the President’s. His last electoral campaign was in 2012 (although he did successfully fend off a recall in 2013 – stupid Maricopa Countians :mad:).
