Unconfirmed reports that shooter yelled “Scheisse Ausländer”, which translates roughly to “fucking foreigners” while shooting, and lured people to the scene of the shooting via a compromised Facebook account.
Ultimately I wouldn’t be surprised if this were right-wing terrorism, given that it is the 5-year anniversary of Breivik’s rampage, and that he remains a cult figure in right-wing environments.

ABC News broke into programming this morning, calling this a “terrorist attack”. And then the reporter on the ground said that the local authorities have not yet labeled it a terrorist attack.
Olympia Mall is located on the site of the 1972 Olympics Massacre. Not yet clear if the two incidents are related.

ISIS is celebrating on social media, but whether they’re right to take credit or just woo-hooing over the tragedy I don’t know.
Apparently the reports of the shooter yelling about foreigners is somewhat dubious - there’s video of the shooter arguing with members of the public, and it’s unclear whether the shooter is complaining about foreigners, or whether members of the public are.
Transcripts of the video in question also suggest that the shooter may be mentally ill, and that he comes from a low-income public housing neighbourhood. All of this is based on transcripts of things said in a phone video of the shooting, though, and I can’t personally tell how accurate the translation is.

Public transport still stopped; stranded people taken in at private homes, hotels, state premier’s office. Drivers asked not to drive into Munich, leave the roads open to police and emergency services. Police has no information at all on the shooters’ background.
The shooting was four and a half hours ago; a seventh and eight victim have died.

Police confirms he was the attacker, who apparently shot himself and had acted alone. Two people who had fled the zone in a car at high speed have been cleared; that was the origin of stories saying that there were three attackers.
The attacker was an 18-year old German-Iranian who had been in Germany “for more than two years” according to the police spokesman. He was living in Munich and was not known to the security forces.
According to at least one witness, the shooter was shouting an “anti-foreigner slur”. Copy pasted from the BBC site:
*Witness Luan Zequiri said he was at the scene when the shooting broke out. He tells the Germany broadcaster n-tv that he heard the attacker yell an anti-foreigner slur.
He says he saw only one attacker, who was wearing boots and a backpack.*

There were conflicting reports as to what the guy was shouting, with other witnesses saying that he was shouting “Allahu Akbar”.
German police treated the incident as an act of terrorism from the very beginning. The police spokesman gave the following reason (also copy-pasted from the BBC):
“We assume it’s a terror attack so that can ensure maximum resources and measures. If it turns out that there is a completely different background to this, then we certainly mobilised a lot of resources but we had a worst-case scenario covered.”
Most of the victims appear to have been teenagers, according to some reports. During the press conference last night, the police spokesman said that the attacker acted alone, killed himself and his motives are “completely unclear”.
The shooting began in a McDonald’s by the commercial center. There is a video that shows the beginning of the shooting spree. The link is inside a spoiler (two-click rule because it is not precisely a nice video).
Then there is a later video, shot some 500 meters away from the commercial center. It shows a verbal confrontation between a man who appears to be dressed like the shooter in the first video and someone living in an apartment complex. The man dressed like the shooter is in an empty parking lot, and someone is filming from their window. There is an argument and the video ends with some shots being fired. SO… TL;DR: If the information so far is reliable and correct, it would seem that this is a case of a “standard” shooting driven by frustration and mental imbalance in an angry young man, without links to radical terrorism. The way the whole thing went down fits that particular pattern: single attacker who mostly shoots people like him (teenagers in this case) and shoots himself after the act not far away from the place of the crime.
Relief all around that it was just a normal Amoklauf (spree shooting). What a world we live in 
The words of the resident shouting at the shooter sound like it’s one deeply annoyed but not frightened Bavarian. Hope he was not hurt in the subsequent shooting.
If he’s Iranian, presumably Shiite, he could have no connection with ISIS.
Need not be conflicting. He might have shouted both.
