shorting stock/options before 9/11

this has probably been discussed ad nauseam before, but
as a guest I can’t use the search facility

there used to be a lot of rumors regarding “insider trading” based on the prior knowledge of 9/11 events.
Has anyone been charged/ found guilty…what’s the story ?
Just an urban legend ??
