Except that ツ (Japanese “tsu”) is definitely not Ascii. It would be better to describe them as Unicode emoticons.
They are Japanese-style emoticons, also known as kaomoji. Their defining characteristic is that you don’t need to tilt your head. While they often use kanji or Japanese characters, you can construct kaomoji out of standard ASCII, like so (o_O).

Well, I suppose if one is notable as being a “shruggie”, then we call them all shruggies. Just like we call all kinds of emoticons “smilies”, even if they aren’t actually a smiling face.
