I’m sending this poll to IMHO.
OJ still has the huge civil judgment against him, and, from what I’ve read, Fred Goldman has been quite diligent about hunting down whatever assets can be attached. So, if OJ went to the legal authorities and informed them that someone was wrongfully holding OJ’s property, there was a risk that Goldman would find out and attach the property in question (presumably the cops would not just have marched over, grabbed the stuff, and handed it to OJ; there would have been some kind of formal proceedings). That, I suspect, is why OJ decided that a half-assed robbery was the way to go.
