I have my Skype set to “Skype me”. I set it that way after initially discovering that when I placed a call from my normal office landline phone to the Skype number, when Skype was set to “Online”, Skype did not “ring”. When set to “Skype me”, it would ring when that number was called.
However, I’ve been getting peppered with silly phone calls from unknown parties. And silly chat windows from unknown parties. I haven’t given my number out (yet)

WTF?
I just want to be able to receive phone calls on Skype. I don’t want to light a beacon and proclaim to the Skyping world “I’d really enjoy getting contacted by total strangers who want to know ‘wassup’!”
Should I have it set to “Online” and there’s some way of setting it to ring (yes) when someone is calling that number without turning on “Skype Me”?
