I don’t know the specific issue you’re referencing, but the president’s helicopters are manned by the Marine Corps. When he is aboard one, that helicopter uses the call sign “Marine One.” Any Air Force plane he is on (not just the specific and customized ones under discussion) will use the callsign “Air Force One”. If he’s ever aboard an Army or Navy aircraft, that aircraft will use the callsign “Army One” or “Navy One.” The one time in recent history a president flew on a commercial aircraft, it used the callsign “Executive One.”
Less formally, the presidential limo is sometimes called “Cadillac One”, but this is just a nickname.
Anyway, since the “real” Air Force One needs to be capable of being a flying command center in the event of war, I can understand why the price tag is pretty hefty. No real surprise that Trump, who thinks nukes are just regular bombs but awesomer, is clueless on this.

Donald Trump tweeted about it. And had his facts wrong.

A practically harmless act that signals to a significant rival that “we do what we like and we don’t have to ask your permission who to talk to.” He didn’t technically violate the One China principle, but showed a degree of resolve and principle in speaking to the only Chinese head of state who was actually elected.
The gasping over the alleged stupidity of his move is, IMHO, totally wrong. “We should do it this way 'cause we always have” is not a a strategy. Showing resolve and strength in a peaceful manner is a good thing - indeed, it’s precisely what Trump is NOT doing regarding Russia, and people are rightly ripping him for that.
Was the call a wise, principled move meant to show resolve to the mainland Chinese government? Or was the call made at the prompting of Bob Dole, who worked as a lobbyist for the Taiwan government over the past six months to arrange the call, as The New York Times reported?
Whether the call was “practically harmless” remains to be seen.

Trump has no idea what the cost is. Neither does anyone else other than the GAO. The whole thing is at a very preliminary stage. Boeing has received 170 million for design and specs.
