I wasn’t suggesting that my town was in the running, because as you point out, we’re looking for cities. But people have already listed many cities with more avg snowfall than Quebec city.
Ah, but what is an incorporated entity? The notion of “incorporating” a place doesn’t even exist in Spanish law and I imagine it can’t be the only country where it doesn’t. Would an area with several different nuclei, none of which is big enough to have a governing body, and a single collective governing body count as “an incorporated entity”?
One of the things we studied in 10th grade Geography was that the definitions of “city, town, village, etc.” change from place to place. In Spain it’s linked mostly to history, in the US to size and the figures which the book had for what would be a “town” in the US would be considered “a middling-size village unless it happens to have a better ranking due to history” in Spain. If y’all want to apply a uniform definition, you need to state it exactly.
