I have an ATI all in wonder video card and I often listen to tunes via sattelite through said card as it allows for coaxial input. Can anyone recommend a quality sound recording program so that I can save the tunes as mp3s or wavs?

If you don’t need to edit the waveform, you could try TotalRecorder. It suits me because it can record anything coming out of the soundcard (i.e. even streaming audio). That said, if that isn’t what you want, you might try the audio/video section of www.winfiles.com, where you’ll find more shareware and freeware apps than you can shake a stick at.
Sound Forge is pretty good for soung editing. So is Cool Edit Pro though I think Sound Forge is better.
Cool Edit Pro is now Adobe Audition. FYI.
