Speculation on a symbol/icon/logo on a battery

I’m curious about this symbol I found on a battery. It doesn’t have a cross through it so apparently is a recommended procedure. Taunt the child with a package? Decapitate the robot?

I’m guessing a whimsical way to say “keep out of the reach of children.” Or a graphical way.

I figured it meant the battery was for toys; the kid is leaping for the shiny toy but the parent is saying No-no-no, not until Christmas.

A very real issue is babies or small children swallowing button cell batteries, like the one shown in the OP. Some of the new ones come with a “bitterant” coating.
