Long answer:
It was Warlord Zinj who took over the Empire after Palpatine died, wasn’t it? I can’t remember if he led the whole of the Empire, or just a splinter faction.
Then again, the question says ‘immediately’. Truce at Bakura begins one day after the Battle at Endor, and Bakura is the first planet to know of the Emperor’s death. I can’t recall exactly, but it wouldn’t surprise me if Governor Nereus had assumed command of the Empire. He was certainly pompous enough.
Short answer: Either Warlord Zinj or Governor Nereus. And no, I ain’t gonna choose just one.
