Um… every bar in the city is an “Eagles bar,” I think the OP is asking about football bars in *non-*home cities.

Most bars will gladly cater to any group that promises to bring a regular, large, enthusiastically-drinking crowd – esp. on an off-day (this may or may not include Sunday afternoon, depending on the bar). I seem to recall an unofficial N.O. Saints bar in Austin, Tex. – and the fans came out. It doesn’t even have to be official; sometimes word just gets out.

NFL teams with largest “out-of-home-market” following (WAG, in no real order): Raiders, Cowboys, Dolphins (really, this is more of an “international” list, as it’s been my experience that to the extent you can see U.S. football outside the U.S., people watch those teams). The rabid regionalists like Packers, etc. may travel well within the U.S., not so well outside.

College bars: usually this is co-ordinated by the local alum. assocation. Again, if you want to have a Univ. of Richmond night in Portland, Ore., and can promise 25 fans on a Tues. night for the early-Dec. basketball games, I’d say you’d have an Insta-Spider Bar right there. They might even play your fight song.
