It seems that there were more votes cast than were anticipated. That has nothing to do with why they’re having a do-over, though – nobody had a majority.
I don’t see any suggestion of hanky-panky.

I got there by looking for confirmation in more detailed articles, instead of taking a single line in a Kate Moss-thin article at face value.
No-one else is reporting anything the least bit whiffy. I can assume it’s because there’s a terrible media cabal working to silence any suggestion of inappropriate behavior in politics, or that this one article is in error.
The first vote went down this way:
Blunt - 110
Boehner - 79
Shadegg - 40
Rep. Jim Ryun - 2
231 ballots cast. To declare a victory, you need a majority – so 117 votes. No winner.
They vote again. This time:

Blunt - 109
Again, 231 ballots cast. I see no way to reconcile this with the possibility of dodgy voting.
Elsewhere it has been reported that more people voted than were expected to. This is something that people are commenting on. “What does it mean about the direction of the GOP,” yadda yadda yadda.
I think that whoever wrote the link in the OP was confused. It’s a much more likely scenario than every other news outlet on the planet completely ignoring something that whiffs even faintly of impropriety. That’s totally unnatural.
“Spin” is a pervasive poison – that’s why it’s a good idea to do a bit of fact-checking before you rush into things.
Hell, someone could toss up a two-line link about how the vote was settled by a Whore-Off between Blunt and Boehler, which Boehler won by fitting Blunt’s entire body up his ass. I might want to believe it, but I’m not going to just take it as gospel. If I’m going to throw mud, I want it to stick, instead of just making me look like a credulous idjit with dirty hands.
